At about 6 p. m., September 13, 1962 the petitioner, who was a parolee from the Connecticut State Prison, was observed in Hartford by two plain-clothes police officers of the Hartford Police Department to be in the company of one Quigley, who was recognized by the policemen and was known by them to have a substantial criminal record.
