After public competitive bidding, Gottlieb Contracting, Inc., entered into a contract with the Government for "Rehabilitation of Electrical Service to Family Quarters, Quentin Street, Manhattan Beach, New York." The contract provided for the installation of certain wall vents "near the [clothes] dryer electrical outlet."
