Thomas Arizona, Jr., was employed as a maintenance mechanic by the City of Sheridan, Wyoming, for the period of June 20, 1963, to and including August 28, 1964. During this period the city had in effect an informal writing entitled "Personnel Policy of the City of Sheridan, Wyoming," which undertook to prescribe certain conditions of employment, including a provision for vacation pay upon termination of employment...
