Petitioner Johnson Rancho County Water District is a public entity located in Yuba County and formed in 1958 under the provisions of the "County Water District Law." (Wat. Code, §§ 30000 et seq.) Yuba County Water Agency, the real party in interest in this action, is a countywide public entity established by a special act of the Legislature in 1959 to develop and promote the use and regulation of the water resources of Yuba County.
