The town appeals from a final decree under the provisions of which it was ordered to pay the plaintiff the sum of $300 for the year 1963, and to increase his pension by the amount of $300 for the year 1964 and thereafter. The plaintiff had filed a bill seeking declaratory relief which would entitle him to an annual increase in his retirement allowance under the pertinent provisions of St. 1962, c. 646.
