For many years petitioner had been issued Distributor Cigarette Permit No. 179198-7 by the State Comptroller of Public Accounts. By letter dated October 30, 1964, the Comptroller notified petitioner that his permit had been forfeited, subject to becoming effective five days from said date in accordance with Art. 7.21, V.A.T.S.
