The validity of the retirement plan for employees of the City and County of Denver is challenged in this proceeding. In effect, we are asked by the plaintiffs in error, plaintiffs below, to affirm that part of the judgment of the trial court invalidating the composition of the Board selected to administer the retirement plan pursuant to the direction of the ordinance, and to hold, contrary to that which the trial court held, (1) that such invalidation...
