This is an appeal by Riverton Valley Electric Association, Inc., from a judgment of the district court confirming an arbitration award made by the Public Service Commission of Wyoming to settle a controversy between appellant and Appellee, Pacific Power and Light Company, over electrical utility service areas in Fremont County, Wyoming.
