On April 5, 1962 while a patient at St. Lawrence State Hospital, a mental institution owned and operated by the State of New York, Donald R. Lawrence suffered severe personal injuries and, it is alleged that as a result of said injuries he died on September 30, 1963, while a patient at another State institution...
