The Bethlehem Steel Company and the Maryland Shipbuilding & Drydock Co., plaintiffs herein, brought into the United States at the port of Baltimore, Md., two so-called "midbodies."

They were classified by the collector of customs within the provision for "Articles or wares not specially provided for, * * * whether partly or wholly manufactured * * * in chief value of steel" in paragraph 397 of the Tariff Act of 1930 (19 U.S.C. § 1001...
