The defendant The Stamford Hall Company applied to the defendant planning board in June, 1961, for an amendment to the master plan of Stamford to change the designation of fifteen acres of unimproved land owned by the company from "Residential, Multi-family, Low Density" to "Commercial, Neighborhood or Local Business." After a public hearing, the planning board made the requested amendment, subject, however, to stipulations which are of questionable validity...
