Petitioner Vunk applied for a taxicab driver's license in and for the Incorporated Village of Patchogue on or about February 21, 1964. The application was in proper form and was accompanied by the required fee. By letter dated July 28, 1964 petitioner was informed simply and only that the application had been denied.
