The plaintiffs are a group of property owners in Manchester, some of whom are aggrieved by the action of the defendant zoning board of appeals in granting an exception to Andrew Ansaldi permitting him to construct two four-family dwellings in a residence A zone, which is restricted to one-family houses. The court sustained the plaintiffs' appeal because the record failed to disclose any material change of conditions...
