The Supreme Court has remanded this suit for the entry of an appropriate decree in accordance with its opinion, 374 U.S. 174, 83 S.Ct. 1773, 10 L.Ed.2d 823. The parties have agreed on various provisions of the proposed judgment; this opinion is limited to the principal matters remaining in dispute.
