Dr. John Edward Fitzpatrick, appellant, applied to the Board of Medical Examiners of the State of Arizona, hereafter designated as Medical Board, for a license to practice medicine. The Medical Board denied his application on the ground that he was guilty of unprofessional conduct in that he practiced medicine without a license in the State of Arizona in violation of § 32-1456 A.R.S.
