This is a petition for a declaratory judgment (RSA 491:22) by the plaintiff, an interstate school district, to determine whether (1) it is a validly established body corporate and politic, and (2) whether a vote adopted at its organization meeting places a legal obligation on the defendant, Hanover school district, to issue bonds pursuant thereto.
