STRUTZ, Judge.

The City of Wahpeton, in order to secure additional employment for its people and in order to encourage industrial activity and development, and to generally improve the welfare of the Wahpeton community, proposes to issue not to exceed $23,000,000 worth of revenue bonds for the acquisition of a site and for the construction of a sugar beet processing plant near that city. It then proposes to lease such plant to the defendant Southern Red River Valley...
