The present proceeding grew out of a dispute between the plaintiff and the defendant as to which had the right to serve the Sako Clinic with electric power. Plaintiff filed a petition with the Louisiana Public Service Commission seeking recognition of this right and also a cease and desist order against the South Louisiana Electric Cooperative Association, defendant-applicant herein.
