Defendant and appellant is an attorney at law; was doing business as such in the City of Palm Springs, the plaintiff and respondent, during the fiscal year 1959-1960; and refused to pay a $75 annual license fee imposed by the city's licensing ordinance for that period. The city brought this action to recover the fee in question and obtained judgment against the defendant for the amount thereof, together with a prescribed penalty, from which he has appealed...
