First, this action arises under the laws of the United States, and particularly, the Act of June 25, 1948, 28 U.S.C.A. § 1337. Plaintiff is a common carrier in interstate commerce. Between April and October, 1956, plaintiff delivered various carloads of old steel drums to the defendant at Baton Rouge, Louisiana, from various cities in Texas and Tennessee. There were twenty-two shipments in all, and the plaintiff claims it undercharged...
