Ordinance No. 21 of the Borough of South Coatesville enacted February 5, 1923, purports to define disorderly conduct and to prescribe the penalty to be imposed upon those convicted thereof. Section 8 of that ordinance provides that it shall be unlawful for any person to commit disorderly conduct as so defined, and that any person convicted thereof before the burgess, now mayor, or any justice of the peace of the borough "shall be sentenced...
