PER CURIAM.

This is an appeal of right from an order of the State Corporation Commission revising the liability insurance rates in this State for automobile bodily injury and property damage on the application of the National Bureau of Casualty Underwriters and Mutual Insurance Rating Bureau. We do not reach the merits of the matter, because we find that the appellant, Edwin M. Young, is not entitled to prosecute this appeal and that it must be dismissed.
