Stover brought his petition for writ of habeas corpus alleging that he was being illegally detained by the Sheriff of Fulton County; that the detention "is due to a telegram from the Board of Corrections for the State of Alabama, and warrant for petitioner's arrest"; and that "petitioner shows that he has been incarcerated in said Fulton County jail since the 4th day of January 1964, to date, and no formal demand has been made by the Governor...
