This case involves a claim by the United States against the P. & D. Mining Co. (hereinafter "P & D") in the amount of $19,873.45 for damages allegedly arising out of defendant's breach of contract. Defendant has counterclaimed for $2,204.53 plus interest for amounts admittedly owed it on unpaid invoices. The only issue insofar as the counterclaim is concerned is whether or not the United States can properly be held liable for interest...
