This is an original mandamus proceeding. It relates to the case of State of Texas v. Hidalago County Water Control and Improvement District No. 18 et al., pending in the 93rd Judicial District Court of Texas. The case is cause No. B-20576 by which it will be herein identified.

Relators seek a writ of mandamus compelling Honorable J. H. Starley, The Special Judge Presiding, to proceed to trial. Judge Starley has properly declined to do so...
