The plaintiffs are three corporations which own and operate apartment houses located in the State of Georgia.1 The buildings, which were designed for rent to war workers, were constructed with financing supplied through mortgages insured by the Federal Housing Administration pursuant to section 608 of the Federal Housing Act.2
