This is an appeal from a judgment of the Common Pleas Court of Montgomery County in two separate cases. Common Pleas Court No. 118,384 is an action for declaratory judgment. Common Pleas Court No. 119,164 is an appeal to the Common Pleas Court under Chapter 2506, Revised Code.
