PARKER, Justice.

G.S. § 1-538.1, which was enacted by the General Assembly at its regular session in 1961, inclusive of the Title, reads:

"Damages for malicious or wilful destruction of property by minors.— Any person, firm, corporation, the State of North Carolina or any political subdivision thereof, or any religious, educational or charitable organization, or any nonprofit cemetery corporation, or organization, whether incorporated or unincorporated...
