This is an action initiated by petitioners in the juvenile court of and for Douglas County, Nebraska, for the purpose of having the juvenile court declare John William Perry to be a neglected child pursuant to section 43-201, R.R.S.1943. The judge of said juvenile court in dismissing the petition stated: " * * * I am going to dismiss the matter on the grounds that this Court does not have jurisdiction over acts of negligence (neglect) occuring...
