This is a petition for mandamus praying, in the alternative, that the state controller be ordered to issue his warrant on the general treasurer requiring the latter to pay to the petitioner the emoluments to which a member of the state police, holding the rank of lieutenant, is entitled on retirement, or otherwise show cause why the same should not be ordered.
