On November 7, 1961, a special election was held in the Town of Gramercy at which the following proposition was submitted:

"Shall the Town of Gramercy, Louisiana, incur debt and issue bonds to the amount of $130,000.00 to run twenty (20) years from the date thereof, with interest at the maximum rate of six (6%) per centum per annum for the purpose of constructing sewers and sewage disposal works within...
