This is a mandamus proceeding whereby relator, who alleges that he has completed the work under his contract with the Parish Council of Jefferson Parish for the construction of an extension of the Millaudon Canal to the vicinity of Bayou Segnette in Consolidated Drainage District No. 1, seeks to coerce the respondent, Director of Department of Finance, Parish of Jefferson, to pay him the amount due under said contract, to-wit: $17,284.
