Plaintiff was a member of the State legislature from 1945 through 1962, serving in both the house and senate. Both positions paid a salary and expenses. While a member of the State senate, he was elected councilman of the city of Dearborn, taking the oath of office on November 22, 1955. He resigned from the council September 10, 1957. No salary was paid him as councilman, although the Dearborn city charter provided for an annual salary of $2,000. On September...
