The United States Naturalization Examiner on June 3, 1963 concluded,

"I recommend, therefore, that this petition for naturalization be denied on the ground that the petitioner has failed to establish that he is not ineligible for citizenship by virtue of the provisions of Section 315 of the Immigration and Nationality...
