We have before us in these two companion cases preliminary objections of defendant, Board of Finance and Revenue of the Commonwealth of Pennsylvania, to complaints in mandamus filed by the Monongahela Connecting Railroad Company, a domestic corporation. The principal questions raised in each case are identical and will be disposed of in this opinion.
