This appeal resulted from an order of the State Milk Commission, appellee, denying the joint application of Augusta Military Academy, which was owned solely by Charles S. Roller, Jr. (denied after appeal was awarded), and Staunton Military Academy, a corporation, appellants, for a producer-distributor's license on the Staunton-Waynesboro milk market.
