This is an appeal on questions of law from a judgment of the Court of Common Pleas of Franklin County, Ohio. Helen R. Baughman and others, operators of day care homes and day care centers, had appealed to that court the orders of the Ohio Department of Public Welfare of December 12, 1961, adopting rules and regulations concerning day care centers and day care homes.
