Plaintiff, tax payers, were granted a permanent injunction restraining the Ouachita Parish School Board from constructing an office for its use. For that purpose the board had appropriated $171,600.00 which sum was received by it from the State Department of Highways as damages assessed in legal proceedings for the expropriation of the buildings and site comprising Ouachita Parish Junior High and Elementary...
