James H. Palmatier, formerly a regular full time police officer in the police department of Easttown Township, a township of the second class, has appealed from the action of the Board of Supervisors taken at its regular meeting held January 21, 1963, by which it sought to remove him from his employment without filing written charges against him or affording him the public hearing which he requested. He invokes in his protection
