Appellant was found guilty of violating Section 301 of the District of Columbia Plumbing Code and ordered to pay a $50 fine or submit to a thirty-day jail sentence. Section 301 provides in part:

"It shall be unlawful for any person, firm or corporation, to display a sign stating or implying that he or they are carrying on the business of plumbing work, or to advertise by means of business...
