The decedent was a resident of and domiciled in the Parish of Orleans, State of Louisiana, at the time of his death in New Orleans on May 19, 1960. He had never been married and was not survived by any forced heir. He left a last will and testament in the olographic form under the terms of which he gave and bequeathed all of his property to "* * * the National Institutes of Health, United States Public Health...
