OPINION BY WRIGHT, J., March 19, 1963:

On October 19, 1961, the Pennsylvania Liquor Control Board entered an order suspending the restaurant liquor license of Robert D. Bayer for a period of twenty days. The order was based upon the following findings of fact: "1. The licensee, his servants, agents or employes permitted gambling on the licensed premises on October 8, 1960. 2.
