This is an original statutory petition brought pursuant to G.L. 1956, § 9-14-24, by Edward F. McElroy in his capacity as administrator of the estate of John J. Quill and by Raymond H. Hawksley in his capacity as general treasurer of this state. It seeks our determination of the following question:

"Does Rhode Island General Laws, 1956, Section 30-24-9, violate provisions of the Rhode Island Constitution, Article 3, Constitution of Rhode...
