This is an appeal from the decision of the Centre County Board of Elections certifying the election of Richard E. Smead as a borough councilman in the South Ward of Bellefonte Borough. The interested parties filed a stipulation of facts with the court. There are, therefore, no disputed questions of fact to be resolved. A brief summary thereof is as follows:
