PER CURIAM.

This is a motion by appellant for a reconsideration of the order of this court entered on September 4, 1962, denying his application for leave to join the City of Passaic as an additional party respondent herein and to serve a copy of the notice of appeal upon the city as within time. The city opposes the application now, as it did formerly.

A brief recital of the facts is necessary for a clarification of the issue.
