John J. Sabatino appealed from the order of the Secretary of Revenue suspending his operator's license for a period of three months, effective September 24, 1962, for violation of the provisions of section 1002 (b) (6) of The Vehicle Code of April 29, 1959, P. L. 58, 75 PS §1002 (b)(6), restricting the speed of vehicles to 50 miles per hour. A hearing de novo was held, as a result of which we make the following
