A now familiar theme is played once again in this case. An applicant for high density use of land (by way of special exception), who had been challenged successfully by protesting neighbors before the Board of Municipal and Zoning Appeals of Baltimore, seeks in this Court to sustain the decision of the Baltimore City Court, which reversed the Board and granted the exception.<...
