On August 21, 1962, an election was held in the City of Newport on the issue of the City Manager form of municipal government. The official returns showed 888 votes against the City Manager plan, and 866 for the plan. In due time, the appellees herein instituted this election contest, claiming a number of named persons to have voted illegally.
