This appeal on questions of law and fact is from a judgment of the Common Pleas Court of Hamilton County, denying a permanent injunction, at the suit of a taxpayer against the issuance of bonds in the amount of $250,000 by the village of Terrace Park for the purpose, as expressed on the official ballot, as being:
