Appellee Lewis, et al., instituted this inverse condemnation action against the State Road Department, alleging that it has taken part of his land for public use without due process of law and without payment of just compensation. The chancellor of the Circuit Court of Gulf County, Florida, entered a final decree in favor of Lewis, and transferred the cause to the law side of the court for the purpose of a jury determination of the extent of the damages...
